NOTICE OF ANNUAL MEETING, BUDGET VOTE AND ELECTION CLYDE-SAVANNAH CENTRAL SCHOOL DISTRICT TOWNS OF GALEN, SAVANNAH, ROSE, LYONS, BUTLER, WAYNE COUNTY; TYRE AND JUNIUS, SENECA COUNTY, NEW YORK

NOTICE IS HEREBY GIVEN, that a public hearing of the qualified voters of the Clyde-Savannah Central School District will be held in the Clyde-Savannah Middle/High School Library, 215 Glasgow Street, Clyde, New York on Wednesday, May 2, 2018 at 6:00 p.m. prevailing time, for the presentation of the budget.  The budget will be available for review on May 2, 2018 at the schools single point of entry during business hours (7:00 a.m.-3:30 p.m.).   

 

NOTICE IS GIVEN, that the said vote and election of the qualified voters of the Clyde-Savannah Central School District will be held at the Clyde-Savannah Middle/High School gymnasium foyer on Tuesday, May 15, 2018 between the hours of 12:00 p.m. (noon) and 9:00 p.m., prevailing time, at which time the polls will be opened to vote by paper ballot upon the following items:

1. To adopt the annual budget of the school district for the fiscal year 2018-2019 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the district

2. To pay the cost of the purchase of two (2) 65 passenger school buses and one (1) 30 passenger school bus, including incidental expenses in connection therewith, at maximum estimated cost of $292,129.95, and said amount, or so much thereof as may be necessary, is hereby authorized to be expended from the Transportation Vehicles Reserve Fund, or at the option of the Board, budgetary fund balance

3. To authorize and direct that a member of the student body to act as an ex officio member of the Board of Education, who shall be entitled to sit with the Board of Education at all public meetings and participate in all public meetings and hearings, but who shall not have a vote and will not participate in executive session.

4. To elect four (4) members to the board of education commencing July 1, 2018, and to succeed Lynn Carnevale, whose term expires on June 30, 2018; Veronica Dapolito, whose term expires on June 30, 2018, John Gould, whose term expires on June 30, 2018, and Eoghan McGee, whose term expires on June 30, 2018. The three candidates receiving the highest number of votes will each receive a three (3) year term, and the candidate receiving the next highest number of votes will receive a two (2) year term, beginning July 1, 2018.

NOTICE IS GIVEN that a copy of the statement of the amount of money which will be required to fund the school district's budget for 2018-2019, exclusive of public monies, may be obtained by any resident of the district during business hours, except Saturdays, Sundays, and holidays, in the school’s Business Office during the fourteen (14) days immediately preceding the annual meeting.

NOTICE IS GIVEN that petitions nominating candidates for the office of member of the Board of Education shall be filed with the clerk of said school district at the District Office in the Clyde-Savannah Middle/High School, not later than Monday, April 16, 2018 by 5:00 p.m.  Each petition stating the name, phone number and residence of the candidate shall be directed to the clerk of the district and shall be signed by at least twenty-five (25) voters of the district stating the residence of each signer.  The drawing for position of candidates on the ballot will take place on April 17, 2018 at 9:00 a.m. in the District Clerk’s Office.  Vacancies on the Board of Education are not considered separate specific offices. All such vacancies are filled on an “at large” basis. Therefore, nominating petitions must not describe any specific vacancy on the Board for which the candidate is nominated.

NOTICE IS GIVEN that applications for absentee ballots may be applied for at the office of the District Clerk.  Such applications must be received by the District Clerk at least seven days before the vote set in this notice if the ballot is to be mailed to the absentee voter; or the day before the vote if the ballot is to be issued personally to the absentee voter.  Absentee ballots must be received by the District Clerk not later than 5:00 p.m., prevailing time, on Tuesday, May 15, 2018. A list of persons to whom absentee ballots are issued will be available for public inspection in the district office during normal business hours on each day except Saturdays, Sundays, and holidays until the day set forth for the annual election, May 15, 2018. Any qualified voter may, prior to the election, challenge the acceptance of an absentee voter’s ballot or a person on such list by making the challenge, and the reasons for such challenge, known to the District Clerk, who transmits said challenge to inspectors of election before the close of the polls.

AND FURTHER NOTICE IS HEREBY GIVEN, that the qualified voters of the school district shall be entitled to vote at said annual vote and election.  A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) resident within the school district for a period of thirty (30) days next preceding the annual vote and election. 

AND FURTHER NOTICE IS HEREBY GIVEN, that any other proposition that is required to be included for vote shall be submitted in writing by means of a petition, signed by at least 25 qualified voters, stating the residence of each signer, which petition shall be filed with the Board of Education not later than 30 days before the date of election of board members which is set forth in this notice, unless a greater number of days is required by statute.  Any petition may be rejected by the Board of Education if the purpose of the proposition is not within the powers of the voters or necessary where the expenditure of money required by the proposition and such petition fails to include the specific appropriation.
